Where is To Do List in Microsoft OneNote 2010 and 2013?

The ribbon interface of Microsoft OneNote 2010 and 2013 is different to OneNote 2003 and 2007, now Classic Menu for Office software allows you to use OneNote 2010/2013/2016/2019 like working with OneNote 2003/2007. Take how to find To Do List for example:

If you are using Classic Menu for Office...
To Do List can be available under Stationery with Microsoft OneNote 2003 Service Pack 1 installed. But you can also create your own To Do lists anywhere in your notes by using the To Do note flags.
On the Menus tab, which Classic Menu software brings to the ribbbon of OneNote 2010, click Insert menu and it brings up a drop-down menu. Click Tag at the top and you can see the To Do (Ctrl+1) from the Tag menu.

In Microsoft OneNote 2010, on the Home tab, in the Tags group, To Do (Ctrl+1) is listed at the first place in the group.
