If you are using Classic Menu for Office...
In the message window, on Menus tab, click Edit menu on the toolbar, the Edit drop-down menu will appear and you can see Find command above Replace and Go To... commands..

Click Find command from the Edit drop-down menu, there will appear the Find and Replace window.
If you are not using Classic Menu for Office...
In Microsoft Outlook 2007, 2010, 2013, 2016, 2019 and 365, without classic style interface, Click New to create a new message window, then navigate to Format Text tab, in the Editing group at the right corner of the ribbon, click Editing and then you can see Find command from the drop-down menu.
